A few times in the past it has been mentioned that some states do not exchange a title for old car sales. (As I recall, mostly southeastern states) Can y'all tell me if your state or a state you lived in previously is one of these? Thanks!

My understanding is that if you were to buy a 123 from one of these states, you take in a bill of sale to your state and apply for a title. Is that how it works? I hav only lived in states where you can't legally own or drive a car without a (properly signed and executed) title from the PO to transfer.
