Often rust gets the best of idle rotors causing the sensation. You could also have a bad tire which should be easy to spot by lifting the wheel and rotating it, place something close to the tire and watch as you rotate if the gap varies, there is a tire or wheel problem. I use a 3 1/2# hammer placed close to the tire with the handle closest to the tread.
