That one isn't available for public bidding, you need to be registered as a licensed business or a foreign customer who's going to ship it out of the USA. You can go through the sign-up process for free, then when you're logged in you can add cars to your watchlist. When in your watchlist or on the search screen, you can check "no license required" in the top section of the filter options on the left, and watch 90% of the cars disappear. If you try to bid on that car while logged in as an unlicensed bidder, it'll take you to a 'find a broker' menu. You should be able to find a company that will set you up to bid under their license and process the title paperwork for $200-300.
