Never measured a new on or old one. Never needed to. The first thing I'd do is change brands of filter (who supply the "O" ring) or purchase some from a dealer to see if they give problems. I have NEVER had any problem with a leak there UNLESS someone didn't remove the old "O" ring so there were two on the filter or didn't put any on.
