If Russ wants to inspect it, he'll either have to register (free) or 
successfully impersonate Kaleb after Kaleb registers. A couple of months ago 
Ionia Michigan started demanding ID and checking the computer to make sure the 
member number matched the name on the ID. I can still ask for the sign-in book 
at Lansing and write my info in the book without them verifying it, so it's not 
a company wide policy, or more likely, the policy isn't observed company wide.  
But if the key isn't in the car (sometimes they take the key out of the car a 
day or two before the action, sometimes the key was always kept in the file), 
he'll need to exchange his ID for a key to be able to start it. 

Oops, I just checked and it falls off my display if I filter for cars that run. 
That means they didn't or couldn't start it. It doesn't bear either the 'engine 
starts' or the 'runs and drives' flag. It's possible that it runs and drives, 
it's possible that Russ can jump it and drive it, and it's possible you'll have 
to pay for a tow, but a tow is cheaper than a week's storage. Engine start 
guarantee means we turned the key and it started the day we turned the key, not 
that it'll start the day you pick it up. Runs and drives means it started, went 
a couple feet forward, and a couple feet backward.
