Not sure on a PC, but on a Mac you use iPhoto (now dead) or Photos to sync the phone and pull the images.
There was discussion earlier of the perils of iPhoto etc, which I don't really understand. All that iPhoto does is file the original images into folders and construct an XML index for them. The original files remain accessible should something happe to the XML catalogue.
