Paint stripper. Carefully! Once the coating is off the bad
solder joints often become more apparent. Caps are cheap
and easy to replace. Not all are bad, but see prior sentence.

Any particular sort of paint stripper? There are the old standbys like
Polystrippa and there are the newer greener types that don't appear to
me to work all that well on paint.
Is it safe to use the old toxic type on the electronics?
