Sort of, I guess if you really wanted oil. Part of it is that there's just no demand for DIY-type products at all; total shelf space allotment for oil held maybe 20L. No one has their own garage or even driveway in which to change the oil, and while the oil is expensive, labor to change it is absolutely dirt cheap (legal immigrant labor, no less). The old joke about Saudis buying a new car every time the ashtray fills up applies here as well.
