At minimum, it has to seat Kevin, Mrs Kevin, a sighted driver, and a herd of medium-large dogs? If it weren't for the 3rd person, a 123-124-210-211 wagon would be great. One with split folding seats might work and cost less but the dogs would be crowded if you had 4 people.
