Back when the CHP had some (Fast!) Mustangs and Camaros, I asked a friend of mine what he did about transporting 'Perps'. George (a CHP Sergeant, at the time) said he cuffed them to a nearby tree, using a length of chain from the trunk, until one of the Victorias came available.
