Well the bottom hose is not supposed to get hot, the radiator is supposed
to cool off the coolant, so maybe it will be warmish.  Really hot or stays
cold would be problems.

Used radiator from a car that had the head off, hmmm, maybe a bad radiator
blew the headgasket or cracked the head on that car?  Yeah, be suspicious
of that radiator.
