Back when it was my daily driver, my 1982 300SD routinely got 25 MPG city and highway. My 1979 non-turbo 300TD got more like 20-22 MPG. I sold the TD but the SD has become a "hanger queen" needing new flex disks and drive shaft center bearing/carrier. But the 11 barn cats (all rescues) like the SD where it is as a perch or safe retreat (underneath).
I think good injectors (and compression) are key to good MPG. At one point I adjusted the pop pressure and cleaned the SD injectors; that made the engine run smoother. There was a kit with fine wires (and a collet/holder) for reaming carbon out of the small passages of the injector nozzle. Of course the nozzle should be replaced if there is visible wear and the spray pattern should be checked.
