I have a Win10 box for work, which will appear to be sending / receiving traffic (flashing lights on the ethernet port) even when "off", and when I'm at home I just unplug the cable. This computer does wake up if sleeping (most of the time, sometimes I also have to do the hard reset). Our home laptop with Win10 Pro has never had a problem waking up, but it is always on WiFi.
