Some people only read the first sentence, or maybe just the first few words in the first sentence, and then reply to that.
I used to compose long emails, lay out the situation, develop my point, and then either ask the question or make the pitch. Now I write one sentence up front that asks just one question (ask too many questions and you won't be sure which question they are answering with "ok") or makes just one statement, and then maybe I'll lay out the situation.
