An ice pick will tell how bad the rust is, though Andrew is probably right. I'd wonder about the ACC and all those old vacuum pods built in under the dash. No ACC if they aren't working, as well as the servo. Perhaps if you only drove it in topless weather, you wouldn't care about the ACC. Then there's all those rubber bits on and under the intake manifold - no fun to replace, and were getting hard to source when I did it 20 years ago.
