The click _is_ the starter relay, on the starter. Either the starter is bad, or the wiring to it is feeble. The latter can be diagnosed with a voltmeter. (Feebleness can include the battery itself. The voltmeter is all you need, but of course wielding it properly counts.) Especially do not forget to check the grounds.
Because it's clicking, you know the key and neutral safety switches, and the wiring to the starter relay, are all good.
