I just ask them for their HSPD-12 ID information. U.S. Government employees, such as with the IRS or other agencies are provided an HSPD-12 upon employment for verification of their employment. On the HSPD-12 is a number you can call to give the information on the HSPD-12 to and get a confirmation that the person is a real U.S. Government employee.
