I was at Panama City Beach in March. It wasn't very warm yet but I enjoyed it. The area does have kind of a blue collar vibe. A local I was talking to in a bar called it "The Redneck Riviera"
There was still some unrepaired storm damage on some of the beach houses, I think it was Hurricane Sally last year.
