I'd think you would want to look at the state where you intend to title it; Maryland has a "hold title" procedure, where you show an out-of-state bill of sale and they give you real plates.. you have a year to get it inspected. Apparently cardboard plates don't cut it (according to Maryland) outside the state (although I have seen PLENTY of cars with those plates on my daily commute to Reston) -j.
