Did you install a new spark plug?
Good chance the old plug is gas fouled from trying to start it with dead
gas, which is why you do not have spark.
Another thing that happens with small engines that do not start with dead
gas is the cylinder becomes saturated with unburned gas which effectively
"floods" the ignition.  If you get a good blue spark with a new plug, try a
short spray of starting fluid into the spark plug hole, then lay the plug
across the hole and crank the engine... it should blow a nice flame out the
plug hole and clear the cylinder. Then, install the plug, install fresh gas
[drain the tank first], clean the carb [double check all jets are clean and
clear. Also, check if the fuel pickup tube that goes to the carb has a
small filter attached inside the tank. These get clogged with dead gas
residue and cause a no start because effectively, they shut off supply of
fuel. If all those items pass the smell test, give a short shot of start
fluid into the carb inlet [hold the choke open] Pull the engine through and
start it.
If it hits and dies out on start fluid, problem is fuel supply to the carb
ventura [find the problem and fix that]
