I think I misdiagnosed this problem as a turbo problem but now I think it
may be fuel starvation.   I noticed a lot of debris in the primary (small)
fuel filter so I suspect I have crud in the fuel tank that is clogging the
in-tank fuel filter.  The car starts and runs fine initially, but after
driving for several miles at highway speed, the car can't maintain speed
going uphill.  If I stop there is plenty of power initially but after about
mile or so, the car lacks power again.  I'll change the secondary fuel
filter next (I have a spare) but I want to get the fuel level down lower
before I try to drain the tank.  And that will take a few days.
