Well, the point was to reduce fuel consumption, and lower speed does indeed do that EXCEPT in some trucks with engine like screaming Jimmies where the RPM doesn’t match up well.
Gotta remember that 70 mph speed limits were actually a fairly new thing in 1973, most two lanes were 65 or less (in most states the non-highway roads are 45). Greatly reduced the fatality rate too, which has been climbing again, and is getting as bad as it was per mile in the 1970 even with much, much safer cars. The problem with raising speed limits is that increases result in exponential increases in actual vehicle speed. Go from 55 to 60 and the average speed goes to 65-70, raise it to 70 and the average speed goes to 85. raise the limit to 75 and the average speed goes up to 90, with drivers weaving in and out at much higher speeds.
