from my experience living in CA, if people have the opportunity to
"speed up to block the maneuver", you already didn't have enough room to
get in safely.

        SMOG (Signal, Mirror, Over the shoulder, Go) doesn't leave enough time
for anyone to get into any adequate space i was already on my way into.
        i make sure there's a safe place for me to go when i'm going to change
lanes, and consider the signal an announcement of my intention to move;
anyone who wants to try to "speed up to block the maneuver" is going to
end up with a very clear view of my trunk, and i'm not concerned with
them at that point.
