It's possible, though there's not much to go wrong with a water pump.
You'll have to pull the pump to inspect the impeller. Given red, gritty
gunk, I'd be much more inclined to think the radiator is plugged.

If you have another (maybe even different type) radiator, clean out the
system and kludge the second radiator in. Observe indications of flow
through the (open) fill spout.

Or, take the existing radiator to a radiator shop to have it cleaned out
and flow checked.
