That shock is because the power stub wiggles free and grounds on the titanium body, or there is leakage to the body.

I had a G4 powerbook at a job a few years ago.  Nice machine.  Had the
odd habit of giving you random mild electrical shocks though through
the titanium housing.

As I recall it does have a pcmcia slot but I never used it on mine so
I'm not 100% certain.  I think they all had built in wireless
(Airport) though -- at least, mine did.
