Sounds like they have them in a seires sort of arrangement, one that is small 
for off-idle and one that is larger for the mid-high range. They probably pop 
the wastegate/vanes to reduce the load on the small turbo as the larger one 
picks up.  You can PROBABLY do it without too many sensors (straight 
pressure/vac control), as I think it is nothing new under the sun, but we all 
know that is not how things are done these days. What did Scotty say in Star 
Trek 3?  I think it was along the lines of "The more they overtake the 
plumbing, the easier it is to stop up the works".  I think they have forgotten 
Occam's Razor and the KISS principle.

But then the service engineers would starve if they weren't powerchoke diesels. 
 (I know, they have been pretty good since they fixed the EGR valves, but I bet 
they still havent moved the return line to the opposite end of the rail from 
the supply... Makes them REALLY fun to bleed)
