I'd be tempted to use 3M 77 for glue, and a light spray of clear lacquer for a cover. Sounds nice. Couple of other thoughts came up. If the charger draws a lot of power it might be kinder on your ignition switch (and rocker) to put in a relay. Also, if a 124 is anything like a 126 (and they are sometimes) there is a power distribution panel for accessories under the footrest.
