I don't know about the 91, but the 92 and 93 have an electronically controlled turbo. The computer knows when you disable the EGR and cuts boost. It also cuts boost when it notices anything wrong (or a sensor reports something wrong). Its a nice car when all that stuff works, but it does go bad occasionally.
