I joined the list just recently and have just been  reading, not having too 
much to contribute. I have been thinking a bit on your problem and I believe 
that your booster is indeed bad. To my recollection there is a valve in the 
booster that in the closed position allows vacuum on both sides of the 
diaphragm. When the valve is opened by a push on the peddle the valve shuts off 
the vacuum from the reservoir and opens a port from the outside to one side of 
the diaphragm. That provides the power to put on the brakes. If the valve does 
not shut off the supply from the reservoir then the vacuum in the reservoir 
will go out with the vacuum on the other side of the diaphragm and vacuum in 
the line from the vacuum pump will show low and the brakes will not work very 
well. Just the symptoms you seem to have.
