No I'm pretty sure that it closes because the water doesn't move in the 
radiator till the engine gets warm and the temp gauge goes up. Then if 
you watch the gauge as you drive it will suddenly go down a little and 
then goes up again then down a bit less and then stabilizes. That tells 
me that the thermostat is opening and closing to regulate the temp in 
the engine as it should.

I will check the heater valve tomorrow and see if it is opening as it 
should.

Another possibility is the theromstat might not be closing. If water
is circulating, it will take longer to warm up.
