It is really hard to tell but these might be 4B since I don't see turbochargers. Turbocharging is the primary difference between 4B and 4BT engines and aftercooling/intercooling is the difference between 4BT and 4BTA engines. If you can decode some of the milspec numbers then you might be able to figure out what the application was. Generator or stationary power engines are generally not governed by a automotive style IP instead they have a steady-load style IP. Most people chose to replace the IP for a automotive style so that the engine responds to "throttle" like an typical engine would.
