Rich That's been done in several countries. Mexico comes to mind. Lots of oil available, but after years of quasi-governmental control they've been importing- especially in refined fuels. Venezuela? Take a look at their recent production trends. Russia has also been active in re-appropriating oil fields, and they've also seen production stagnate with their former "partners" gone.
