I finally gave up, to compile my own mercurial version  and installed mercurial 
as provided by Ubuntu, which is 6.7.2

They also provide evolve but only version 10.5 which seems uncompatible with hg 
6.7.2  (I might file a bug report)

However the recommended method 
pip install --user hg-evolve
or 
pip install --user .

Was blocked with the following message:
