That page lives on https://www.mercurial-scm.org/repo/hg-website/ and everybody is welcome to send patches using mercurial-devel mailing list or any other method (like putting it on a public source code hosting site and sending a link to it). That said, the page includes only the biggest users by design, but ProjectsUsingMercurial on the wiki can includes every project.
