That page lives on https://www.mercurial-scm.org/repo/hg-website/ and
everybody is welcome to send patches using mercurial-devel mailing
list or any other method (like putting it on a public source code
hosting site and sending a link to it).

That said, the page includes only the biggest users by design, but
ProjectsUsingMercurial on the wiki can includes every project.

I also have a wikidata query to list projects with repos using
Mercurial, brace for it:

It's not perfect (it still includes projects that have "preferred"
repos not in hg), but can be useful as a source for
ProjectsUsingMercurial. And vice versa, because having any missing
information added to wikidata will help doing this kind of research in
future.
