If you just want to test it just press "F11" when a file from the project in 
open
it you want to use it, please follow
"Deploy your MercurialEclipse plugin project to a local Eclipse installation"
on the same page (and please update the instruction if you see some problem 
with it)

If there are a reason you want this except for testing/hacking let me know
and I can make a new beta with the latest in the repo...
Well Ill make one anyway it was some time ago the last was done.
