I came to ask exactly this again. I no longer remember how I managed to get the plug-in to build over a year ago. The instructions are incomplete to say the least.
Someone on the MercurialEclipse team probably knows how to get this to build. I'll update/rewrite the README.md file in the coming days but the various problems I've experienced, including creating today a pull request, are all really discouraging. Regards, -Amenel.
