Hi, I have installed this version as part of my release checklist on an Eclipse instance like another user would and I have not met any problems.
Manually browsing the update site, I can see that all files are there. Please, look at issue 524 at https://bitbucket.org/mercurialeclipse/main/issues/524 for a possible cause and solution.
