That is the way it works. :(

If look into Test.tsp with some unicode viewer (I have it if FreeCommander
[F3 button]) you can see how a logical name assigned to an Action:

Logical="MainDriver">Action1\Resource.mtr</Dependency><Dependency Scope="0"
Type="1"  Kind="16" Logical="Temp">
