Can you tell your QTP Resource storing objects in which mode i.e.
PerAction or Shared?

If it is shared repository then you definitely look for one single
repository that you can achieve through merging the repositories. The
problem you telling occurs when you open action then open it to Object
Repository Manager(ORM), better to open a new test then open ORM, make
it editable it will display all your object with property being
editable.
One more thing, Do not forget to associate these shared repositories
with ACTIONS.
