Hi Ricky, take a look at http://www.sqaforums.com/showflat.php?Cat=0&Number=497753&page=0&fpart=1&vc=1 the last post there says the following: "It is because you are trying to install a Seat License while being connected using Remote Desktop (Terminal Client). You need to be behind the actual screen (or console), otherwise it only will let you install a concurrent license."
this might have been your case too.
