I can only guess.
It was possible in Winrunner,  but also not completely. It is related to
concept of "test" in QTP, which is build out of

- VBScript code + QTP COM objects
- test settings (environment variables, resources, data files, etc.)
- QTP tool, which is connect all together

When you load new test in QTP entire environment should be reloaded. I open
my tests from BAT file, using VBScript configuration script, it takes about
20 seconds to load everything, even if it would be possible to open two
projects, you wouldn't be beneficial from it.
