I was also facing the same issue a couple of weeks before. Please try this
solution:

1. On your machine, search for all jvm.dll
2. jvm.dll file present in oracle/hotspot (C:\Program
Files\Oracle\JInitiator 1.3.1.21\bin\hotspot) folder may be outdated.

Replace this jvm.dll file with the same file available in qtp/client folder
(C:\Program Files\HP\QuickTest Professional\jre\bin\client)

3. Restart the Oracle application.

I hope it should work when second time you are going to open that.
Please note: after applying this solution first time system takes some time
to start oracle application.

*** If this solution is not working in your case, then please check your
access on your user profile too.
