Did you also migrate or update QC 10?  Moving QTP wouldn't have any
affect on being able to log into QC, but you could have an issue with
launching QTP from within QC if you upgraded the QTP version.

If this is a new QC version or a new computer that you happen to be
using, the very first time you access QC it will download and install
the client-side components and you need Admin rights to do that.  If
you don't have admin rights then it will never complete and you will
never get the login page.
