1. It depends on your requirement. If you need parameters across all the
scripts its better to use environment variables (external user defined env
variables), If for 1 particular script then test params and only for Action
then action parameters. There is no defined rule for this

2. test parameters are at test level...across the actions while Action
parameters are only for that Action.
