 check these ..
disable UAC(User Access Control) (i hope u alredy did this. )
do u have the patch for win 2008, and IE 64 bit patch,.

r u invoking browser using set
IE=CreateObject("InternetExplorer.application"), if yes.. please replace
with SystemUtil.Run ...
and check that which version of IE(64 or 32 bit) is invoked.
