Ya thats also a good idea by deleting Active X controls like 'Siebel Automation' and 'siebel high interactivity framework' will help.
I also believe that if those components are damaged then you can remove but not necessary to remove all time. to do that using Automation ,,, After you log out from Siebel and close browser. use FileSystem Objects to go to folders where those Active X controls are there. You will find so many references to support folder navigation and delete file using VBS Delete files Remove cookies and temp files Login again Say 'Yes' to all oracle processes during run time,...
