Answer to your questions. 1. There are lot of factors to be considered. Designing a framework by a software engineer is same as that of designing a building by an architect. First of all, complete understanding about the application, then think various possible means to automate, consider wthr there are repeated steps to be carried out while automating the TC.
2. Depends upon validation criteria.
