If your oracle application is using JRE; you may need to check couple of 
things
1. do you have correct version of java installed; and install version is 
complied with your application. 
2. Check environmental variable is set properly 
3. I came to know that QTP 10.00 is not an ideal for Win 7 so ask for an 
upgrade or HP helps to resolve this issue. 
4.Explain your situation to developer and they will  help you in step 1 and 
2. 
5. Make sure you are admin on this machine since win 7 is more secure than 
XP; it prohibits to to access folders in C:\
