Question is so hard to answer in few words. To answer your question,

* Application type and functionality
* Data flow
* Requirements
* Environment.

There are various other factors too. As a bottom line, i would like to say,
there is no strict rules or predefined approaches for it. Its up to you and
besides everything its your logical skill of designing a framewok that
matters.
