Compile Merkaartor for Windows Mobile, Yes. Easily, relatively... You need a windows mobile development environment on Windows, AFAIK. I think you can use the free version of Visual studio to develop for WM. Basically, you will have to download/install the Windows Mobile SDK, compile Qt, then you are ready.
I know about gegcc but never actually tried it. If someone succeed in compiling Qt 4.4 with it, I guess it should work. However, if you are interested, I will make a CAB available (just have to figure how to easily/repetitively create a CAB ;-)) Be aware, though, that it's a work in progress.
